In a medium bowl, sift together the flour, baking powder, nutmeg and salt. Set aside.
Cream together the sugar, butter and egg in a large bowl. Add sifted flour mixture to the creamed mixture alternately with ½ cup milk, beating well after each addition.
Fill greased muffin tins two-thirds full. Bake at 350 for 20 to 25 minutes.
For the topping:
Mix together the cinnamon and sugar.
Remove muffins from the pan while they are still warm, and immediately dip them in the melted butter. Then roll the butter-covered muffin in the cinnamon sugar mixture. Serve warm.
